Pursuant to the Council of Ministers Decision numbered 2009/15481, people residing outside of Turkey can bring vehicles to Turkey. But you have to meet the conditions. Firstle, the person who wants to bring their vehicle must be residing abroad. Secondly, the car should be registered in their names (Or with a power of attorney). Thirdly the person who wants to bring vehicle must be met with 185 Days requirement. If the conditions met anyone can bring vehicles in the customs territory of Turkey within the scope of touristic facilities.
What does it mean to be resident abroad?
The person residing abroad has actually been abroad for at least 185 days in the last 1 year. The day starts from the date he wishes to enter Turkey. However, being abroad for 185 days in the last 1 year is not the only condition for bringing a vehicle. The person who will bring the vehicle must have a place of residence abroad and establish a residence. Turkish citizens who work on ships, temporarily work at the construction site or stay at the hotel is another case. Even though they spent 185 days abroad in the last 1 year, they are not to be resident abroad. Because they have not established a residence abroad.
How can we calculate 185 Day requirement?
To give an example;
Lets say If a person wants to enter Turkey on 07.03.2018 through the Kapıkule Border Gate. The Border Gate examine whether a person stay abroad between 07.03.2017 and 07.03.2018. A person staying abroad for more than 185 days and residing abroad is considered to be a resident abroad. In the calculation of this period, all entries and exits are taken into account. It doesnt matter whether he enter by sea, air, land or rail with or without a vehicle. As can be seen in the table below, there is no need to spend 185 days abroad without interruption.

Finally, 185 days abroad is not required for land vehicles for personal use, which will be brought to the Customs Territory of Turkey for the first time by people who retired from outside the Turkish Customs Territory.
How much time is given to the vehicles to be entered within the scope of touristic facilities?
Vehicles of Turkish citizens, dual citizens or blue card holders (including retired people) residing outside the Turkish Customs Zone can stay in Turkey for up to 730 days. However, up to 90 days are given if the vehicles belonging to legal entities (cars, minibuses, land vehicles, pickup trucks and motorcycles) are brought to Turkey with a power of attorney.
Duration of residence of the vehicles; If it exceeds 1 (one), 2 (two) and 3 (three) months, a fine of 1.046 TL, 2.092 TL and 3.138 TL is applied for the year 2023, respectively. In case of overdue time exceeding 3 (three) months, a fine of ¼ (one-fourth) of the vehicle’s customs tax amount is collected pursuant to Article 238 of the Customs Law No. 4458.
Who can use the vehicle brought within the scope of touristic conveniences?
It is not possible to use vehicles brought within the scope of touristic facilities by persons residing in Turkey. In case of this situation, administrative fine will apply separately to the owner of the vehicle and the person. Pursuant to Article 238 of the Customs Law No. 4458. Also the deport process of the Vehicle will be start.
Vehicle imported temporarily by taking advantage of touristic facilities; Provided that the right holder is located in Turkey, it can be used by the spouse, mother, father and children whose place of residence is outside the Turkish Customs Territory. In this case, the owner of the vehicle does not have to be in the vehicle. However, while the vehicle owner is abroad, the vehicle left in Turkey is left parked and cannot be used by anyone (including mother, father, spouse and children).
What are the legal sanctions if the vehicle brought is used other than the persons listed?
It is not possible to use the vehicles brought within the scope of touristic facilities by people residing in Turkey. Except in emergencies. The vehicle imported temporarily by taking advantage of touristic facilities can be used by the spouse, mother, father and children whose place of residence is outside the Turkish Customs Territory, provided that the right holder is in Turkey. Except for these persons, the vehicle brought within the scope of touristic facilities cannot be used by someone else, including in cases where the right holder gives a power of attorney or is in the vehicle, without prejudice to emergencies.
If the vehicle brought within the scope of touristic facilities is used by someone other than the persons listed, the vehicle is towed to the relevant customs office and the vehicle is deported after the necessary customs procedures are completed. In addition, an administrative fine is imposed at the rate specified in the customs law.
