Student residence permit, also known as a student right of abode, is a type of residence permit that provides the right to stay in the country throughout the education period. It is obligatory to obtain a student residence permit in accordance with the purpose of stay for students who have come to Turkey for educational purposes but whose visa or exemption period is not sufficient.
Foreigners who will stay in Turkey without a visa or for more than 90 days longer than the period determined by the visa must obtain a student residence permit.
Foreign students who want to live in Turkey for educational purposes are required to choose a student residence permit when applying for a residence permit. Foreign students who will study at universities in Turkey or at language learning centers affiliated with these universities must apply for a residence permit within 1 month at the latest following their entry into the country.
Who Can Apply?
According to the 38th and 41st articles of the Foreigners and International Protection Law No. 6458, residence permit will be given to the persons with the following qualifications. In this context;
*-Foreign Student Residence Permit can be given to foreign students who will receive undergraduate, associate degree, postgraduate or doctoral education at any university operating in Turkey.
*- Foreign students, whose care and expenses are covered by legal or real persons, are given a one-year student residence permit to continue their primary and secondary education with a consent approved by their legal representatives or parents, and this permit period can be extended.
*Student residence permits will not provide residence rights to other people, including the foreign student’s family and other relatives.
*- If the foreign student’s study permit is granted in less than 1 year, the duration of the student residence permit cannot exceed the period of study.
A student residence permit is given to foreigners who will study at any university in Turkey at the associate, undergraduate, graduate or doctorate level. Foreigners who will receive education in a primary and secondary education institution, the expenses of which will be covered by a real or legal person, may be granted a 1-year leave during their education period and this period of leave may be extended, with the approval of their parents or legal representatives.
What is a Student Residence Permit?
A student residence permit is a type of residence permit that provides the right to stay in the country for the duration of education. Certain conditions must be met in order to apply for a student residence permit, the first of which is that the person is registered in an educational institution affiliated to the Ministry of National Education or YÖK in Turkey. A foreign student can enter the country by fulfilling the visa requirements to come to Turkey. After entering the country, he can enroll in a university. After school registration, the student can apply for a residence permit.
Who Can Get a Student Residence Permit?
Article 38 of the Law no 6458 specifies the persons who can apply for and obtain a student residence permit. The list is below:
*- Those who will study in higher education programs in Turkey.
*- Those who want to study at primary and secondary level and are approved by their families.
What are the Conditions for Granting a Residence Permit?
Law No. 6458 listed the conditions for student residence permit in Article 39 as follows:
*-Presentation of information and documents related to the process,
*-Not to be one of the foreigners who are not allowed to enter Turkey within the scope of Article 7,
*-Address information that student stay must be given in Turkey.
All international students must obtain a residence permit during their stay in Turkey as a student. The steps of the Student Residence Permit application process are shown bel”since”, “so”,ow:
Step 1: An application form should be created from the web page of the relevant Provincial Directorate of Migration Management. (https://e-ikamet.goc.gov.tr/). In the application form, the date and place of the appointment where the necessary documents will be delivered are indicated. In addition, when the form is filled, the appointment details will be sent to you by the DMM.
Step 2: You need to prepare the other documents described below. Please read carefully the information about the content and preparation of the documents.
What Documents Are Required for Student Residence Permit Application?
Required documents and conditions for student residence permit application are listed below:
1. Residence permit application form must be filled in via the e-Residence system and printed and signed by the person or his legal representative.
2. Original and photocopy of passport or passport substitute: The residence permit must be 60 days longer than the validity of the passport. In addition, a photocopy of the passport and the entry stamp stamped on the passport at the last entry is required.
3. Four photographs in biometric format, on a white background, taken within the last 6 months.
4. Valid health insurance document: The applicant must document that his/her health insurance is valid.
5. General Health Insurance: A general health insurance application made to the Social Security Institution within 3 months from the date of university registration.
6. Private Health Insurance: If a general health insurance application has not been made, private health insurance can be taken out within 3 months from the date of university registration.
7. Benefiting from Health Services in Turkey within the Scope of Bilateral Social Security Agreements: In this case, the document regarding this should be obtained from the provincial social security units as e-signed/signed and sealed/stamped.
8. Sealed provision document: An e-signed/signed and stamped/sealed provision document can be obtained from the Social Security Institution.
9. Student certificate: After university registration, you have to obtain from the university. And must be e-signed/signed and sealed/stamped.
10. Document showing address information: A document showing that the address information to be submitted by the person when applying for a residence permit is correct and valid.
11. Receipt of residence permit card fee: The card fee specified in the application form must be paid to authorized finance cashiers or authorized banks and a receipt must be attached.
Additional documents by applicants under the age of 18:
1. Consent letter: To allow the applicant under the age of 18 must submit the consent of his parents.
2. Birth certificate: The applicant under the age of 18 must provide, among other documents, a birth certificate.
Rejection, Cancellation or Non-Extension of Student Residence Permit Request
When a Student Residence Permit application is made, certain conditions must be met. In order for the request to be met positively. However, the DMM cancel or not extenend in line granted permit. Because of the non-fulfillment of the conditions, its later disappearance or certain circumstances.
Article 40 of Law No. 6458 lists these situations as follows:
1. Failure to fulfill the conditions specified under the heading “Conditions for Granting a Student Residence Permit” or disappearing afterwards,

3. Determining that the Student Residence Permit given to the person is used for purposes other than its issuance,
4. The person has a valid deportation decision or a entry ban to Turkey.
Can Persons with Student Residence Permit Work?
Foreigners and International Protection Law No. 6458 regulates student residence permits for foreign students to reside in our country for educational purposes. Foreign students have to get a work permit if they want to work in Turkey, and this issue is regulated under Article 41. The student residence permit only provides the right of residence, a separate work permit is required to work. However, the work permit for associate and undergraduate students starts after the first year.
How Long Is a Student Residence Permit Issued?
According to the Law No. 6458, the duration of the foreigners who are granted a student residence permit varies according to their education period. If the education period is less than 1 year, the permission period will be as long as the education period and the duration will not be longer. Likewise, those who are under the age of 18 and who are studying at primary or secondary education level, take the leave of absence with the consent of their parents for 1 year. The permit can be renewed and the period extended, but in this case, it is checked whether the conditions provided by the person during the first application are still valid.
Considerations!
Persons holding a Student Residence Permit must notify the Provincial Directorate of Migration Management within a certain period of time when there is any change in their information. These situations as follows:
1. When there is a change in education status in the same city, theF DMM must be notified within 20 days.
2. When a decision is made to continue higher education in another city, a notification must be made to the Provincial Directorate of Migration Management in the province where the new university is located, within 10 working days following this change. Such a change requires a change in the person’s residence permit, so notification is important for legal stay.
3. The student residence permit will be canceled when the person who has obtained a Student Residence Permit freezes his/her registration, leaves the university or does not renew his/her registration. Therefore, attention should be paid to these issues during higher education, as they may affect one’s legal stay.
4. When there is a change in the personal status of the person holding a Student Residence Permit, such as marital status, passport, address, these changes must be reported to the Provincial Directorate of Migration Management, where he is registered, within 20 days.
General Considerations!
A person who has come to Turkey with a student visa can apply for student residence as long as he studies at a private or state university in Turkey.
In practice, universities do not always pay attention to whether this person has come with a student visa or not, and it is seen that people with touristic residence are enrolled in the university. In this case, even if people are registered in a department at the university, their applications for student residence are rejected.
The time spent in student residence is taken as a basis in the application for citizenship in the general way. Therefore, if the student completes the 5-year period, he will have the right to apply for citizenship in the general way. It is also worth noting here that the residence that the student will receive after graduating during the 4-year education period is very important.

Students generally choose to take a touristic residence because they do not have any other alternatives after graduation. However, it should be known that the duration of touristic residence in Turkey is not taken into account in the calculation of the duration of the citizenship application, and this causes the absence of the continuity condition.
Another point is that since the maximum education period is accepted as 6 years in the system of the immigration administration, the extension applications made by the students are rejected by the immigration administration, even if they seem to be active students in their schools.
